Beliau dilahirkan di Pulau Penyengat, Riau. Berketurunan pembesar Bugis. Datuknya Raja Haji, seorang pahlawan yang menjadi Yamtuan Muda Johor pada tahun 1777. Manakala ayahnya Raja Ahmad ialah pembesar Riau yang pernah dihantar berunding dengan Belanda di Jawa. Beliau pernah mengikut ayahnya menunaikan haji ke Mekah dan menuntut ilmu ke sana. Sekembalinya ke Riau, beliau bertugas sebagai penasihat dan guru kepada Raja Ali, Yamtuan Muda Johor ketika itu. Beliau terkenal sebagai ahli bahasa dan menulis buku tatabahasa Melayu iaitu ‘Bustan al-Katibin’ (Taman Pujangga) pada tahun 1857. Usaha beliau mendapat sanjungan kerana penyusunannya membantu menambah buku tatabahasa Melayu. Beliau juga mengarang sebuah kamus yang bernama ‘Kitab Pengetahuan Bahasa’ tetapi karyanya yang paling terkenal ialah ‘Tuhfat al-Nafis’ yang dikarangnya pada tahun 1865 di Pulau Penyengat, Riau yang menjadi pusat pemerintahan Empayar Johor-Riau.

Karya yang berbentuk Sastera Sejarah ini amat berbeza dengan karya yang sama denganya. Sungguhpun masih terdapat mitos dan lagenda di dalamnya, tetapi tarikh-tarikh telah diberikan kepada peristiwa-peristiwa yang berlaku, tidak seperti dalam ‘Sejarah Melayu’ dan ‘ Hikayat Raja-raja Pasai’.

Karya-karya beliau yang lain ialah ‘Syair Abdul Muluk, Syair Suluh Pegawai, Syair Siti Sianah, Gurindam Dua Belas dan Syair Sinar Gemala Mastika Alam’. Oleh itu, kita boleh menganggap beliau sebagai seorang pengarang yang prolifik pada zamannya. Beliau bukan sahaja menyumbang kepada bidang kesusasteraan tetapi juga sejarah dan bahasa.
